The Minister of Finance Patrick Chinamasa said that local authorities needed to employ qualified personnel in order for towns and cities in Zimbabwe to develop.
Chinamasa said this as the council’s sort out ways to create an investor-friendly environment as well as implement strategies as required by the ease of doing business in districts and constituencies.

“Councillors and politicians come as unqualified, they don’t want to be unmarched by unqualified people,” said the Minister.

In June it emerged that out of 1142 workers in Chitungwiza Municipality, 800 were not qualified.
Local authorities have not been the only ones who are employing unqualified personnel as the parliament ordered the government to stop forthwith using unqualified engineers who are managing construction projects worth of billions as well as presiding over the construction of the country’s roads.
The parliament argued that this would put lives at risk according to New Zimbabwe. In Binga, unqualified workers have been manning a rural clinic, which could be a danger to patients’ lives.
Qualified Zimbabweans have been finding it hard to get jobs despite many unqualified people being employed.
Zimbabwe’s urban centres have witnessed deterioration in infrastructure as water is being rationed and potholes are a major feature on roads. The country is implementing the 100 days easy of doing business as it tries to attract investors into the country.
